According to the USATF site, particiaption in the club championships is restricted to US citizens or resident aliens. While I'm not an expert on immigration, isn't a resident alien about as close to being a citizens as you can get without being a citizen?

My real question then is this... Should we assume that all athletes competing are in fact citizens or resident aliens? Or, does USATF not bother to enforce the rules?
