Because the parts of the London course where the 25km and 30km markers are, there's a net drop which exceeds the set limit. Of course, the last few miles of the full marathon course are slightly uphill so that the overall course is legal, but Paula misses out on the official WBs.
Her bests for those distances are 1:20:36 and 1:36:36 (compared to Noguchi's 1:22:12 and 1:38:48).

OK, should have read that story a little closer... But can it really be true that at the 30k mark at London, the course is 30 meters below the start line? That's 100 feet, which I would think would put the 30k mark at the bottom of the Thames...
