Yep your right. Well almost, according to the statistics the track ws 3.6cm short...
Tim and MLF have the 2 Fastest ''unofficial'' Junior Men's 100m times.
Tim with 9.96s(short track by 3.6cm!) in Raleigh in 1994,
& Mark Lewis Francis with 9.97s(remember the memorable wind-gauge malfunction in 2001)in the Edmonton WCh in 2001.

Mark failed on two counts:
1. Track was a few centimeters short (so T&FN carried it as a "converted" 9.97).
2. Wind gauge was placed outside the track instead of inside. i.e., right up against the stands, where there was certainly a wind shadow, so had to be called windy.

What the hell was I thinking???
If Darrell Brown runs 9.95s in either the Semi or the Final, all the un-ratified,unofficial short track and wind-guage malfunction World Junior bests will be forgotten and all the hoohah about who's the fastest Junior will be forgotten.

A word on the Amer. Junior 100m record set by Blanton at the Midwest regional. I was there competing and there's no way at any point the wind was legal. The wind guages were definitely reading incorrectly. During the long jump, I saw people standing in front of the wind guage while it was reading. Many of the readings I saw were ludicrous considering the conditions. I saw some 0.5m/s and others around there.
