As far as I know, they have the same issue as Australia/NZ in fitting in a domestic season that ensurs they have their top athletes competing. If they started later, all their good athletes would never be seen in India because they don't have any Continential or Diamond League meetings.
They might also be trying to avoid the worst of the heat and monsoon season which normally starts in June for lower level athletes and the elites are just integrated with that need. We need an Indian correspondent on the board to confirm.
This year, it's actually a pretty tight elite schedule of only one month that's now finished with nothing until June:

At today's Chinese Winter Race Walking Championships in Huangshan 2 women went under Liu Hong's 20km WR of 1:24:38, including Hong herself.
But ... Hong is no longer the WR-holder, that title now belongs to the 2017 World champ Yang Jiayu who walked 1:23:50 (unofficial).

I'm skeptical of China, Russia, and East African country officials insuring anything these days. Who were these 'high-level' judges? I hate to feel this way but I do!
