This is what I would consider a reason for having a weak WR - I do not think the old record was bad by any means! The 3k seems more of an anomaly, I was not aware of Dibaba's indoor mark.

The 3k gets run on the diamond league circuit as an actual diamond event (in tandem with the 5k). During her heyday, every week Dibaba seemed to be running every possible obscure indoor distance from 1000m up to 5000m.
