Dunno because there are no longer the clear cut "just sit out for 3 years" and you're good to go.
Now there's a review board with a lot of song and dance rules that still somehow seem to approve a lot transfers in each 6 months, including from CUB. I didn't see any refusals in a non-exhaustive look at recent published decisions but there were some conditional approvals.
Anyway, here's some background on our man.
His last National Representative Competition (I think that's the term) was 27 September 2019 at the Doha WC.
He continued to compete in Cuba until June 2021 before competing in Norway and then DNS at OG. Last year was all ITA and other Euro countries. Presumably he has been ex-CUB since July 2021 and resident in ITA and now citizen.
I couldn't see that he had already been given approval, conditional on gaining citizenship, so probably he will get that approval and a date next time they meet.

To add to France's misery, it seems GBR are not sending any of their top women in the 4x4.
This should be a NED walkover now with POL 2nd and CZE or ITA 3rd.
IRL and GBR will be battling for last place.

Last spot between France and Italy was decided by random draw.
"Funny" to see that half of the teams were sorted thanks to individual SBs when said SBs cannot afford athletes an individual spot in the championships. Two French girls were easily qualified with the old time system, but not with the rankings. Double pill to swallow for them ...
Using the ranking for indoor qualification purpose is a nonsense. At least on the track. Some athletes with more than decent SBs (around 10/12th even) are denied the right to compete because they are not ranked. Could be because they had a season off in 2022 (choice or mostly injuries), because they've leveled up during the winter, or (maybe the worst) because they have to compete in another race indoors (400h -> 400 or 3000st -> 3000 which is part of the ... 5000 ranking).

It was a really good national championships, especially on the Men's side, with indoor NRs in the 400 for Oscar Husillos, 45.58, Jordan Diaz, 17.59 in the TJ, and Enrique Llopis equalling Orlando Ortega's NR in the 60H with 7.48.
