Wouldn't surprise me if it's a kid at IMG or Monteverde Academy here in Fla. Neither are even in the post-season championships, as their schools are pirmarily sports factories.
Fourth fastest soph of all time for Recupero
3200m including converted two miles from milesplit.
1 8:43.71 LEX YOUNG 2021
2 8:46.39 c COLE SPROUT 2018
3 8:47.42 c ERIC HULST1974
Was Cheserek's 8:42.66 run at Arcadia? I was coaching track at Laguna Beach High School during the Hulst years and witnessed every one of his track meets, including CIF, Masters and State Meets, Invitationals and Indoor races. His junior year offered Eric some pretty good competition - esp Ralph Serna and Thom Hunt - but his senior year didn't and that was when he was going after the national record.
Cheserek's mark was indoors, probably why it was overlooked.
I remember the night at the Masters meet when Hulst went for the record on the slow dirt track at Cerritos College. It was a solo run, and while the crowd did everything they could to help him around, he was able to manage "only" 8:44.6y. That lasted as the CIF-SS record until Nico Young broke it in 2019.
Hunt had beaten Hulst at Arcadia and Mt Carmel earlier in the season, but was already past his peak by the post-season and was not a factor at state. I think Eric was able to win state in a pedestrian 8:57 in terrible conditions at Berkeley.
The girls' 3200 at Arcadia was extraordinary, too, with 10 running 10:00.xx or better, plus two more at 10:03 and 10:06 before there was a gap of 7 seconds to 13th.
Irene Riggs set a meet record with the victory in 9:52.66, even that wasn't quite as fast as she ran indoors on an oversize track.

That '76 State at Berkeley was to be Eric's last chance for the national record. The track surface was enough of a disaster. Back in the '70s Len Miller and Jim Toomey "elevated" the Laguna Beach Trophy Meet into bringing in some good athletes. When you look at the track record for the 2-mile, you will find Thom Hunt's name on top. In that '75 Trophy meet, Thom won the 1600m in 4:05.26 and the 3200m in 8:46.2 - both still the meet records. (The record book lists the races as 1600m and 3200m, but I thought they were mile and 2-mile.)

Montverde does compete in the FHSAA state championships.
So what's the conditions story at the '76 CA HS state meet in Berkeley?
Short story is a really slow dirt track and really bad winds that always blew in the wrong direction. The 100 was won in a hand-timed 10.0, which pretty much sums up everything you could ask about.
(If we're going to continue this, we should probably split it over to the historical section.)
Alex Chukwukelu (North Forney, Texas) ran 12.98 in the m110H at his district meet. No wind gauge, so don't know how fast the gale was.
The straight is laid out NW>SE, with prevailing winds out of the SE @ 9-14 MPH yesterday, with gusts up to 20. Assuming they turned them around he definitely had some help. He did have a windy(4.5) 13.16 at the Texas Relays.

Yup. Fastest time ever in any conditions by a US high schooler, apparently.
