No, it ain't true all the time. Just depends on the situation.

In this case, Crawford was correct. He left so ridiculously early that he had to jog thru the acceleration zone to keep from leaving Scott.

Whether or not his statement can be universally applied as true, who knows, but he did a respectable job of accepting the blame as his.

From my own expansive experience, I would say that 8 times out of 10, if a 4x100 handoff is faulty, the blame goes to the receiver. Just my opinion on the matter....
