According to www.sunrisesunset.com (who knew there was such a site?), the sun will set in Mombasa at 6:41pm on March 24.
Now, since the winner of the men's 12K should take about 35 minutes, it would seem that the race will finish well before sunset.
However, looking at the schedule, it appears as if the organizers are allowing for less time between races than last year.
Becasue they've gone back to just 4 races on one day this year, the time schedule is fundamentally different from all those since '97, but last year they allowed for the following amounts of time between races:
After Jr. women's 6K: 35 minutes allowed this year. 50 minutes last year.
After Jr. men's 8K: 40 minutes allowed thisyear. 50 minutes last year.
After Sr. women's 8k: 40 minutes allowed this year. Last year, this race ended Day 1, so no direct comparison available, but as noted above, 50 minutes were allowed following the Jr. men's 8k, last year a race that will finish quicker than the senior women's 8K.
Also, it's important to remember that there are plenty of stragglers in these races. I won't mention any countries by name, but it often appears as if some federations, in the absence of any truly good distance runners, put the Son of the Prince on the squad.

Jr. women's 6K: 25:30
Jr. men's 8k: 31:08
Sr. women's 8K: 34:06
Sr. men's 12K: 45:18
Now I don't actually think the meet will run behind schedule enough such that the senior men will be finishing in the dark. There is often light well after sunset (although I hear near the equator it gets dark rather quickly after sunset). But it is conceivable that it will be dark not too long after the senior men finish, and that they'll have to rush to fit in awards and photos and such.
