Having 17 sections is Texas' way of becoming a normal state. However, the extra importance of the relays in Texas, combined with all of the sections means that an relatively modest performance can place at state in the relays, especially if you are lucky in your region (in 6A, those are probably NOT the top eight, they are just the top two from each of four regions).
