    TFN had a small book on Meet Management about 15-20 years ago (about 8 1/2 x 5 1/2, green cover).

    The Road Runners Club of America Handbook has good information on basic road race (and club) administration.

    I have a copy of the IAAF "General Guide for the planning and organisation of a major interntional athletics competition" - First edition 1994, and it may have been updated since. It is certainly overkill for any event up to an NCAA or National championship, but much can be applied to a greater or lesser extent to any meet. And it's an insight as to what the IAAF looks at for their events. The also have a road race managment manual.

    Also have a draft copy of the IAAF Basic Competition Organisation Manual - A Practical Guide" from 2 years ago that was supposed to be made for general distribution. Objective was for a start to finish view (beginning with selecting a date, setting a budget) for smaller federations or events. Don't know if it has gone public yet.

    Road Race Management monthly newsletter covers both basics and more advanced topics for the road. Expensive but a good investment for those working regularly on races.

    The California foundation set up after the 1984 Oly put out a coaching manual geared toward HS that covered how to run meets for what looked like the novice director (but many directors of HS events at the dual meet and league meet level need those fundamentals).
    A number of groups/events have put together manuals as well, but which aren't published.

    That's what I can offer for starters.
