CAS now says so on its own:

The Court of Arbitration for Sport (CAS) has upheld the appeal filed by the Italian athlete Giuseppe Gibilisco against the decision of the Giudice di Ultima Instanza in Materia di Doping of CONI (UPA-CONI) to suspend him for a period of two years. As a consequence, the suspension has been annulled.

The CAS Panel found that there was no conclusive evidence to determine that Gibilisco attempted to use prohibited substances. Contrary to what has happened in the case Danilo di Luca, the UPA-CONI did not sanction Gibilisco for his medical encounters with Dr. Santuccione. The appeal to CAS was therefore limited to the issue of attempt of doping.

This sure seems to have been a straight up case of guilt by association. So I guess the real question in my mind is whether this Dr. Santuccione has anything going for him other than a willingness to hand out sketchy prescriptions? If he actually has some experience in legitimate sports medicine, then black-balling every patient who's ever consulted with him might not really be appropriate.
