I believe Moses and the Israelites hold the record for running on a sloppy track in wet conditions. Red Sea Games, 1447 BC.

Does "driving drizzle" mean it's windy? Is it good or bad conditions for, say, women's 5000 meters?

As I understand it, it's the rebound from hurricane season brought over by the gulf stream from the Caribbean. There are weather warnings about rain (and a bit of wind) in Britain, just over the channel.
