    it's supposed to be top 7 or 11 then 1 wildcard but when people drop out they don't just pick the next one who's qualified they make it up depending on how good your agent is :x

    Kenteris would have been invited because there's a wild card system but he wouldn't have turned up (Or at any other GP) because he was afraid of getting busted.

    It's to do with the amount of points you pick up throughout the season in the World Athletics Tour's Grand Prix. Take a look here for a short summary:

    The top 8 points scorers, or something like that, throughout the season qualify for their event at the WAF. It's held every year regardless, as a final hurrah to the season.
