    From the USATF letter, and the Regulation that it refers to, it appears that there is a provision of USATF's Operating Regulations, which were presumably properly enacted by the organization, that clearly requires that Associations include certain things in their Bylaws. The letter appears to be a reminder of those requirements. I assume the letter was sent out because it was believed that some Associations were not in compliance with the Regulation. I don't see anything unusual or irregular about that.

    One-size-fits-all approach may not work with associations so dysfunctional that they are in perpetual war with themselves. That's when the national office has to step in and resolve things.

    Indy is just trying to wash its hands of all these messes.

    My impression from the two links (although I certainly did not read the
    entire regulation) is that it is a well-intended attempt to solve a problem
    with member associations not taking their responsibility. Am I lacking some
    background information?

    (Both the tone and the english of the letter could be improved, however.)

    For a grass-roots, volunteer-based organization, USATF has a way of appearing supremely undemocratic and dictatorial.
