"lame duck" isn't really the right phrase to use here (although the punning on it is very cute).
A lame duck, in usual parlance, is somebody who either can't run again (term limits) or has already been voted out and is just serving out the term. It's usually considered rather pejorative.
In Diack's case, he's retiring; has every reason in the world to continue to be as productive as possible until he's done.
