On the T&F homepage there is a story written by a Greek that points out the futility of relying on testing as the best means of stopping cheating.
I firmly believe that testing can serve only as a back up and that the only real way to end cheating is to criminalize use of PEDs and use policing techniques to catch the cheaters.
