Probably was in the past year or two. Google imagery is sourced from local government agencies (city or county in the US). Most agencies only collect imagery once a year at best (usually every 2 years)...it takes about 30-60 days to collect dependent on weather and ground cover (DEC-JAN are the prime months for imagery) and another 90-120 days to process the imagery to remove errors...both cosmetic and spatial. Plus, it's pretty expensive.
If the imagery is higher resolution than around 50cm pixels it's from airplane based photography and the local government. The coarser imagery is satellite based and from a company like Digital Globe.
