It seems to me to be quite a breakthrough for him running 27:36.99 last weekend!

His best 10k time last year was just under 28:30. He seems to have run away from the field, second was 27:50.76.

He seems to be a good bet for the US WC team since there are only him and Famiglietti to have reached the WC "A" standard this year, as well as just 3 last year (Abdi, Rupp & Torres), and Famiglietti may opt for the steeplechase.
I believe he is based in Oregon, which is not surprising these days.

He was born in 1984, so he also has time on his side.
