I'm trying to find out if one of the athletes I help represent (Scott Bauhs) was the youngest American to run a sub-4:00 mile. (or the 1500m equivalent - ) and sub-27:50 for 10,000.
In 2008, as a redshirt junior at Chico State, he ran 3:59.81 on April 12 and 27:48.06 on May 4. His birthdate is May 11, 1986, so he turned the trick just before he turned 22. Obviously, such a narrow statistical achievement is partially due to the "luck" of when one's birthday falls in relation to the track season.
The only other collegian I can find who did it was Bill McChesney who ran 3:59.1 in 1980 and 27:47.25 in 1981 (summer after he redshirted). His birthdate was January 8, 1959.
The other Americans I've found who've achieved both:
Culpepper, Kennedy, Jorge Torres, Paul Cummings, Dan Browne, Fam, Pre, Webb.
Others? I'm working off of the US all-time 10,000m list and the T&FN sub-4:00 compilation. I don't have an all-time US 1500 list that goes to 3:42.x.
