Not sure of what OLY team scoring you are talking about, but IAAF does offer an 8 deep placings table.
Here is the placing table from 2007:

Don't know about the "old" Olympic scoring system, but using the NCAA (or any other reasonable system) for the results from Beijing, the US men win easily. The women are a different matter. The Russian women beat the US women 149-114 (NCAA scoring). Add in the walks and it is worse by 10 pts. Of the four "disciplines (excluding the walks), the US men scored medals only in the sprints and throws, while the US women and the Russians women both scored in all four disciplines (walks excluded), sprints, distance, jumps and throws.

Review of the provided tabulation indicates 8-7-6-5-4-3-2-1 scoring system.
Now, to examine thread-starting question, can someone provide Old Olympic Scorings syst?
