NFHS Rules Clarification

Just a quick couple questions since I can't find the answer anywhere..

1) Can lj/tj/PV runways be made of any surface?

2) Is it legal for the section of runway going into the plant box to be concrete? (runway>>concrete>>plant box)

3) What can you do if a host school's pole vault standards cannot be adjusted between the min/mx 15.5" and 31.5"?

I only ask b/c this is based on experiences in my area... several schools that have this and I'm unsure about ruling since the rulebook doesn't specifically spell this out. THanks.

I'll take a stab only because these are such 'real life HS' questions that aren't specifically addressed by NFHS.
1) it can be asphalt or concrete, if that's what you're asking. It can be cinders or dirt or grass. It does not have to be a rubberized surface. It can even be wooden. It can't be something weird like metal (though I don't think there's actually a rule AGAINST that).
2) in a word, yes.
3) the Meet Referee can declare it 'unusable' and cancel the event (dividing the points among the visiting teams), but in reality I have experienced this and just told the contestants what the limitations were. The worst I've officated is 18" to 28" was all we could give them.
