Competition Order for Last Round in Throws

I have noticed that in throwing competitions that in the last round the competition order of the throwers is in the reverse ranking order after the next-to-the-last round (usually the fifth round). But looking at the IAAF Competition Rules for 2012-2013, the rules allow only throwing in reverse ranking order after the third round and none after the fifth (Rule 180.5). However, there is a rule 100 allowing international competitions except the Olympics, World Outdoor Championships, and World Indoor Championships to use a different format.
