The whole who-can-run-where situation is kinda complicated. Zürich won't invite any 2-year bannees unless they are in the top 3 in that DL event, because DL rules mandate the top 3 have to be there. If not in the top 3 in that event, they won't invite them.
Other DL meets do invite 2-year people at will; it's up to them.
Note, for example, that Gatlin did run Zürich last year, and won the overall DL crown.
And the next week he also ran in Brussels, where the 100 was non-DL.
That can't happen this year because of Z's ban position and the 100 is non-DL for them.
