The phrasing is awkward...the going after someone suggests someone gave her a substance (I hate that as an excuse...clearly no one grows the stuff - it's still a choice to take it) but the second part is suggesting she didn't dope - which I assume he means 'didn't dope knowingly' but it's not quite an admission

we wipe out the entire calendar year for any major bust (a minor stimulant bust would simply mimic the penalty given; meet from that day plus anything in the next x months).

Not familiar with drug issues (which drugs, penalties, etc), but sounds to me that until you know which drug she allegedly used, whether she's appealing or not, and whatever else, don't you presume she's "innocent till proven guilty"?
In other words, don't you have to wait until all that is known....and resolved/played out?
That could take several weeks.....or months!

I suspect this only affects the Marathon rankings, although Jeptoo might have been in the top 10 on the AOY list, and the 2:18 on the POY list.

Jeptoo's agent says B-sample testing won't be necessary. From another article linked on the front page.

"Athletics Kenya said its medical and anti-doping commission would meet with Jeptoo early next week to determine whether she wants to have her backup "B" sample tested.
However, Rosa told the AP that the backup test was not required.

Well, the WMM have put in for (potential?) delay in announcing the winner, which has to be tied to a change in the eligibility (typically through a doping positive), so all of the pieces fit. We do not know the final status, and it will be interesting to see what the WMM group does. My guess that given that they have apparently been burned by Shobukova (who has said she contests the finding but will not give back the awards), I doubt that they are making any award to Jeptoo at this point.

What makes this situation even more challenging is the current issue that has evolved with Liliya Shobukhova, a former two-time World Marathon Majors Series winner, who is facing unresolved issues regarding athlete biological passport tests.
