    Jack Shepard's book on HS track says 13.83 for Glenn Terry but also notes that Nehemiah had a hand 13.5.

        Answer(far as I know) was at NCAA. Previous record was 13.54y by Greg Foster.

          Funny, I was just going to make a post remarking that Aries Merritt's run at NCAA's while still a junior was severly overlooked in the light of the many other great performances in Austin. 13.47 age 18 over the highs!!!!
