I think Bolt will have to break 10s just in the heats to make the finals.

Bolt has already said he's going to Beijing to defend his title. I honestly don't believe he'll make up an excuse or something just to not face Gatlin. Bolt is not scared of losing. Don't forget Bolt was in a similar position to what he is in now back in 2012 when Blake was running hot. In fact Blake smashed Bolt in both the 100m and the 200m at the Jamaican trials.
We all know what happened in London in 2012.

Bolt's 9.77 in 2013 is actually his 5th fastest ever and the 11th fastest ever, on the adjusted for wind and altitude list (9.76 basic).
I mention that only because in the past I've read people writing about how far removed from his best he is and how he "only" managed a 9.77 in 2013.
But, Gatlin has ran the same basic time already this year (Monaco) and it's hard to see him not getting faster still by the final in Beijing.
I have no idea what to expect from Bolt tomorrow ... it wouldn't surprise me to see him struggle and not break 10 or just barely go sub-10, or on the other hand to see a dominate win in the 9.8s.
I still can't bring myself to count Bolt out completely for world's, even given another poor run tomorrow though. In past years there has always been a contingent writing him off after lackluster early season performances.
It has to be said though, that he has never looked this bad for so long early in a season before.
He will likely need a 9.6x to win in Beijing and as bad as he has looked this season, plus the injury (not sure how serious of an injury it was though) and only racing twice I think late in the season last year (can't remember if he had an injury then as well) ... it's very hard to see him getting there in a month's time.
Bolt is the greatest however, so if anyone could make up just a big gap in such a short time, it would be him.
Personally I really hope he can get in good form, so we can see an actual race against Gatlin in Beijing.
If he has improved and is in decent form now, Rogers and Vicaut should be able to give him a good push I think.
