    You do realize the same 3 year transition has occurred before right?
    Between January 2009 - July 2011 Bolt ran 19.58 or better 4 times.
    now Between January 2013 - July 2015 Bolt has run 19.58 or better 0 times.

    Same amount of championship races in that time frame.

      How many races did Bolt run during these two periods?
      I know that in relation to the latter, he has run significantly less races.

      Also what is your rationale for using these two points in time? Why not 2012-2014? I'm just curious.

          Bolt has run 19.66 or faster in all his championship performances (and that 19.66 was a very easy 19.66 in 2013).           And that was the big unknown pre-London. Was 2015 different? Whether age, injury, lack of fitness, or lack of focus, the pre-London Bolt gave us reason to think this year was different.

          But two 9.87s in London gave us a glimpse of the Bolt we all know. That is what will make the rounds of the WC 100 so exciting. Can't wait for Beijing!

          On a side note, you're right, no one dominated like Bubka. The HJ & PV lend themselves to that incremental WR raising in a way no other events do. But in the track events, it was interesting to see who else had a Bolt-like dominance of their respective event. here we go;

          100 - Bolt, top 3, 4 of 6
          200 - Bolt, as you already posted
          400 - MJ, 3 of 4, 6 of 10
          800 - Rudisha, top 3, 6 of 8
          1500 - El G, 7 of 9
          Mile - El G, 7 of 9
          400H - Moses, 4 of 6 (after almost 30 years!)

          4x1 - Jamaica, top 5
          4x4 - USA, top 8

            In Moscow 2013 Bolt ran 100% only until 150m, after he was "jogging", controlling the race relaxed or like you want tell it.
            He had 19.4 in his legs in that race if he runs 100% like in the other championships.
