You have to find results in chinese.
There was a news about Zhouzheng XU and Jinsheng LIANG doing relay in Shanghai. I don't think Bingtian SU and Zhenye XIE did it, because they did individual race, and the time (38.86) would have been better with them. So the others may have been Hong MI, Ge BIE or Yingrui QUAN.

In Rio 2016,

Japan had all 4 runners with PRs under 10.10 ,

China had 3 of 4 with PRs under 10.10 .

Japan has the nod for now. If I had to guess this is going to change in the next decade.
