As lonewolf noted, there were 4 regional championships where events had prelims and finals and an individual could leave calling themselves regional champion.
To qualify for NCAAs It was top 5 individual finishers and top 3 relay teams from each team automatically qualify for Nationals. After that I think they choose athletes to fill up the field? But not sure.
Also to qualify for regionals you had to either hit a qualifying mark or win your conference champs.

There's a Tropical Depression coming up the Gulf and we're (Tampa) on the eastern side of it which will likely lead to a ton of rain particularly on Saturday. Heavy downpours are likely at any time during the Regional meet. Lightning appears like it will be more of a problem on Friday but, such as things are in this area, Lightning can always be a problem during shaky weather periods.
