I see he is listed as accepted on the USATF entry page. Is he eligible to compete at normal IAAF events? If not familiar he is a paralympic runner, running with blades. Here is his wiki page https://en.wikipedia.org/wiki/Blake_Leeper

This Runners World story from 10 months ago sums up the situation. I do not think the IAAF has cleared him yet. Apparently the IAAF puts the burden of proof on the athlete to prove there is no advantage.

Leeper is working with a physiologist from the the University of Colorado who helped Oscar Pistorius in his bid to compete in London 2012.
