We know 29 is one short of the record. But what about 14 golds?

14 golds ties with 05 Helsinki and 07 Osaka for most ever at WC.

It is also more than at any Olympics since 84 L.A. when it was 16.

16 is the record since 1904 and has been done a few times.

14 golds with an added slam-dunk event over Helsinki and Osaka

Very true but with Doha in rear view and looking forward, I'd say all fourteen golds are plausibly capable of being defended. None were flukes or achieved by athletes at the end of their careers.

And, while of course things can and will break the other way, I see four additional events that could plausibly yield gold in Tokyo: M400m, M400IH, W800m, WPV.
