Aren't wind measurements for minimum times races taken as the average over a period (say, 10 seconds)? If so, then integrating under the curve over the length of the max time race (those few million seconds) should pretty much cancel out the numerical value, provided we're not looking at a point-to-point course with average net winds in a certain direction.
Then there is the point to consider that the benefits provided by a given tailwind are significantly less than the hinderances provided by the same headwind. The lord may giveth, but he taketh away a lot more.
