    It's probably like Penn where there are lanes 'inside' the track. When you can't add lanes to the outside of a track because of stands, etc., you add them to the inside and start the competitors in those lanes further back from the start line. When you don't need the inside lanes, you block them off.

    5000 Meter Format

    I was watching the Olso meet on CBC today, the first
    2 lanes (inside) were blocked off with cones, storing the sets of hurdles. So lane 1 was actually lane 3, can you set a world record running 410M per lap ( non standard )? This format seemed strange for a Golden league event.
