Just two problems. The guy asked about the NCAA rule, which is not the same as the USATF rule. Also, the NCAA enforces its honest effort rule, while USATF generally does whatever the hell it wants to do regardless of what their rules say. The honest effort rule was NOT enforced in their recent senior nationals at Stanford.Comment
