It always was on Monday after Thanksgivng, long before there were regionals. Our high school cross country team was excused frm school to attend the meets at Michigan State U. (where they were held for a number of years). The first one I attended was fall, 1956 (maybe 1957) -- Max Truex won.
So, perhaps to get local kids out of high school to watch? (Not serious, but it was good enough for me.)

In the early years, which set the president, many college teams attending the nationals (which was basically a regional meet and smaller than the IC4As) at Michigan State did not have a coach. Usually a football coach, in small colleges sometimes the head football coach as in the case of my dad, took a xc team or individual to the NCAA meet two days after football had ended. Other than college professors few had athletic department personel to accompany the team. Later the leaders of the sport found that a Monday contest would get newspaper coverage, as at that time there was not any Monday night Football. We did get great newspaper coverage as it was the only show on Monday. Now that has all dried up, but the traditional date remains.

The very first NCAA, in 1938, was on a Monday. Note Coach Huntsman's allusion to "football ending." I don't have any old football schedules, nor do I have any particular historical knowledge, but it's my understanding that the collegiate season used to be far more rigidly defined, with basically all the schools starting and finishing on the same weekend (and finishing right before the Thanksgiving break).
So I suspect if you look at football results for November 19, 1938, you'll find all the "traditional" games being played.

Army-Navy football was always played late in the year since 1890 -- so college football was played late in NOV. I still maintain that the Monday will bring more press to the runners/schools like the Boston race on the Monday (I am aware of Patriots Day on the Monday)

An even better question is why we (in the US, that is) insist on having elections on Tuesdays. People have to work then, too.
Most enlightened countries have their elections on Saturday or Sunday and are usually assured of splendid turnouts.
Perhaps that is why most spectator sports crave those days, too . . .
Are the NCAA coaches admitting that XC is not a spectator sport?
