I am usually quite skeptical about those kinds of declarations (taken by the press at their face value). More often than not they are fantasy or wishful thinking. During today's Duke-Xavier game I "learned" from the announcers that the broken wrists and subsequent casts are the reason why J.J.Redick is such a good free throw shot. Give me a break!

This is akin: to when a sprinter confidently stipulates the PR time he will be able to run by the end season, often declared after running a PR in the first place.
How can they be so sure? - They know, all things being equal, what level of improvement that cycle of their drug program will afford them.
A sprinter not on such a program would not be so sure of any improvement occuring, and would not feel able to predict this in such a precise manner. Like medicine in general, Drugs in athletics is subject to scientific logic.
Sprinters who have made such declarations are Ben Johnson, and Dwayne Chambers to name the proven, there are others but not 100%!

Has anybody been following the confessions of Jesus Manzano, a former rider for the Spanish Kelme cycling team? There's been an ongoing interview with him in the Spanish sports newspaper AS, and he is detailing his drug use like no one has ever done before. The revelations are coming daily:
