  • No Incentive to Cheat

WADA exclaimed January 30, 2004 that modafanil cases would receive a 2 year ban. When/where did the ball drop. Athletes receiving yet another even predictable slap on the wrist for cheating. I hope Kelli sings like a canary and every individual associated with BALCO's conspiracy receives just that, a conspiracy case.
Regardless of the ban being as little as 6 months or as much as a year for an athlete who tests positive, I believe they should be excluded from competing in the US Championships/Olympic Trials and the following Olympic Games. This approach relieves some inclination to cheat.

2-year penalty begins with any new positives as of the date of the new rule. All the people from last year are judged on the 1-day rule that was in effect at the time.
