I was assuming you meant U of Oregon and were talking about NCAA Div I. Then it's Pre followed by Salazar.
Assuming NCAA Div I and:
- high school in Oregon then it's still Pre.
or
- any Oregon college, then it's Dale Story of Oregon St in 1961
If not, how about a hint?

Comment: Actually, Gary, you should have said "Which runner from an Oregon College or University was the first runner to win an NCAA X Country title" since although Dale Story ran for Oregon State University he was from Orange, CA, where he had won the California State H.S. Championship mile, in, I believe, his Senior Year.
