I'd say 5'5" is about average for a 100 meter female. Devers never stood out as being dwarfed by her peers when she was active, so it's not like she was rounding up to 5'3", and 5'3" is not far from average. Inger Miller was 5'4", Juliet Cuthbert 5'3", Lauryn Williams 5'3"...
