    If you mean Athens, the answer appears to be Mel Lattany (USA) back in May 1984.

        Olympics did not start in Athens though but in Olympia.

          Well, if the original question meant Olympia, then the sprinter really was pocket-sized (microscopic) and has escaped detection - i.e. no sub 10.00 runs at Olympia so far.
