Who is the only middle-distance OG or WCh winner to win the final (in the past 25 years), after only being a 'fastest loser' from the semi finals...?

'The only' ? I can think of two off the top of my head - Paul Ruto in 1993 WCh and Vebjorn Rodal in 1996 OG - both at 800 meters.

Now I've checked further and I think Vebjörn Rodal is the one we are searching for.


But this is'nt the end. I have one more question.
On the same level.
What is the fastest time ever run in 400m race which wasn't enough for the semi finals? I've searched on deep alltime lists but without results.
Now i turn myself over to your knowledge, and maybe someone with a few more years behind themselves can help me.
