Matson had the fastest mark time ever by a high school kid with the 47.1 when he was 2nd in the PacAAU in Berkeley, June 5 '48. But the fastest mark in a high school meet was a 48.2 by Herb Moxley back in 1928.
Matson confused the issue some more when he won a high school race within an open meet and following the high school season. He won the Alhambra Games on 6/25/48 with a 47.8.

Yes, Matson (Washington, San Francisco) ran 47.1 for 440y to set HSR in 1948. Although that became the HSR, it wasn't the fastest 440 ever run by a San Francisco high schooler. Who was faster and why wasn't his time the HSR?

Yes, Frank Sloman of SF Poly, in 1915. But not only was it a straightaway, it was also classified as wind-aided! (faster than WR at the time)
In the IAAF WR Prog book, it's interesting to read that the timers started in the middle of the course to get their watches started, then jumped into a car to get to the finish to stop the watches!
