      I hate to research these type things but I have done so, and I can find no one that won only 1 "ncaa" title that also won 2 "national" titles, between 1975 and mid 1990's if by "ncaa" and "national" you mean outdoor NCAA 3J titles and outdoor AAU/TAC/USATF 3J titles.

            Only people who went 14.82 in '95 were Kravets (couldn't be the answer, she's famous), and Rodica Mateescu (wind-aided), so I guess its' her.

                          and if the answer truly is Milan Tiff, he won the nationals in 1970; you said he was born in 1959. He was 11 years old in 1970. Either Milan Tiff is not the correct anser, or you stated his year of birth incorrectly.... which threw me and eveyone else off.

                            and by the time we won the NCAA in 1973, we was 14, and when he won his second nationals title in 1977 he was the ripe old age of 18.
