Ahhhh.... you're right, I misread it.
The answer could well be Poland, then. Their sub-45 NR was set in '99, but they have ran sub-3:00min relays twice in '98 and once in '97 (and then also in '99, just after Czubak set the NR; and once more in 2001).
I'm still trying to find out the NR for Serbia & Montenegro...

Erm... I guess I shouldn't have said 'THE country'. Poland and Yugoslavia (not Serbia - this was before the breakdown of the old Yugoslavia) are both correct answers. Poland was the more spectacular case, though - they ran 2:58.00 (average leg time of 44.50) while the national record in the individual was 45.26 !Było smaszno, a jaszmije smukwijne...
