                  I can't think of any man (can't be a woman; you said he) who took a silver medal in Munich in 1972 and also broke a world record in 1970. Maybe it's a relay event. I do remember Kerry O'Brien setting a world steeplechase record around 1970 or 1971, but he didn't even make the Munich final.

                    I think it might be Ralph Mann! I know he set his WR in the 440 yard intermediate hurdles around and about 1970.

                        Yes cullman...Ralph Mann ,who graduated from my alma mater, BYU! On June 20,1970 he won the NCAA 440 hurdles race in a WR 48.8 and then placed second in Munich for the silver medal.

                          It took a world record to beat Ralph Mann in Munich and Ralph barely beat the previous Olympic champion for second place.
                          I was thinking metric and forgot about the 440 yard hurdles world mark in 1970. I sat right in back of Ralph's wife during that Munich final.
