well it sure is not Edwards, and if you are talking legal 18'ers only Harrison is left. Windy there are maybe 2 more ( Banks/Conley).

Do not think Harrison ever ran a 20.3 so I will guess, repeat guess Conley.

Indeed, Mike CONLEY ran a supersonic 20"21 in
1985 (20"12w the same year)...
