I believe that would be Simon Mugglestone, UK's Euro Junior 5k champ in '87, who ran 3:58.9 in 1989 at an Oxford University Athletics club meet to celebrate the 35th anniversary of Bannister's run. Second place ran 3:59.4 exactly.
I am fairly certain that Bannister's 3:59.4 stood as the Iffley Road track record until Mugglestone's run, but I don't know for sure if anyone ran 3:59.5 - 3:59.9 in the meantime.

Craig Masback ran 3:59.6 at Iffley Rd on Jun 18th, 1978.

Ibbotson broke 4:00 in 1956 and three times in 1957, but not in 1958 and never at Iffley Rd.
The correct answer is Craig Masback...as I posted ten days ago. But G.Ahearne doesn't like it when people get his trivia questions right (see '4 WR in a day' thread) so he hasn't responded.

On the contrary, I enjoy it when someone gets a tough question. You not only answered it correctly and with confidence, but also provided a definitive reference for your answer. To me, the latter sealed the matter. Well done.
p.s. was it in '78 or '79?
