Evans, Bates and Boldon were only bronze medalists: add Mel Patton (USC) with a gold, Charley Paddock (USC) with a pair of silvers and Mack Robinson (Oregon) with a silver.
FWIW, Paddock was a Texas product by birth. Mack Robinson (older brother of Jackie) was born in Geogia.

Except that 1 of your 9 sub-20 SEC guys never legally ran under 20.00 - Gatlin, who ran 19.86 but was disqualified for doping (the first time he was dqed), and his legal best is 20.00

Ok then forget Gatlin, that still leaves 11 SEC sprinters with sub 20.00 times, far more than Jamaica. And if we wanna go with sub 20.20, then it's all about the SEC.
Who really thinks Justin Gatlin couldn't run a sub20,00?
I agree about the "Texan" thing, but it's no different than a guy like Ato Boldon running for Trinidad.
When we see a "great" sprinter like Gatlin was at Tennessee, I believe fast times. I have no doubts of any kind he was a 19.8 guy. His margin of victory tells us that.
