Go to http://www.iaaf.org/about-iaaf/document ... guidelines and download IAAF Track and Field Facilities Manual 2008 Edition - Chapters 1-3. NB this is a 5.6MB pdf.
Go to 3.1.3.4 Force Reduction for the testing requirements but you will also need to download the referenced Euro standard EN 14808:2005 Surfaces for sports areas - Determination of shock absorption. You may have to pay for this unless Google helps you out.
You should also not that there are additional requirements for deformation of the track surface which you may also need to consider. This is dealt with in the next section of the manual.

IAAF track regulations
I understand that the IAAF has some regulations on the performance of tracks. I read somewhere that there is some maximum level for the "coefficient of restitution", or something like that.
My question is: where can I find those regulations? I assume that they can be found on the web. My searches have come up with nothing, but I suspect that is more to do with my bad searching than anything else.
